Reports to: Executive Director


Responsible for developing new business, ensuring member retention, and  directing client service functions of the pool.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

  • Develop and implement strategies to identify and develop new business opportunities within our target market.
  • Develop and manage client service teams to develop strong client relations, respond to employer service needs, manage new business implementations, provide employer reporting, and other employer-related service.
  • Develop and manage marketing teams that are responsible for new business development, coordinating RFP responses with underwriting, delivering annual renewals, consulting with members on plan design and benefit strategy, broker relations, and on-site service as needed.
  • Develop and implement an outcomes based reporting process that enables IEBP to track and measure sales and marketing growth towards goals and objectives.  Provide reports to senior management.
  • Coordinate closely with other departments to ensure business processes and work flows are effective and efficient.
  • Support the organization’s strategic goals by developing departmental, team and individual performance measures that align with mission and vision.          
  • Develop and implement training and employee develop programs to ensure department staff has the appropriate knowledge, skills and expertise.
  • Monitor competitive and regulatory environment and develop recommendations for new products and services that support the mission and vision.
  • Coordinate marketing, proposal and renewal communication to ensure that it adheres to IEBP branding, style and editorial guides.
  • Assists in planning and implementing of new and expanded technologies and infrastructure to accommodate growth and the changing needs of TML MultiState IEBP
  • Familiar with standard concepts, practices and procedures within the information technology field
  • Relies on experience and judgment to plan and accomplish goals
  • Uses creativity and latitude to perform job functions
  • Effectively interfaces with alliance, partners and vendors to provide successful outcomes to the TML MultiState IEBP membership
  • Protects the confidentiality, integrity and availability of information and records that TML MultiState IEBP creates, receives, maintains or transmits by complying with TML MultiState IEBP policies and procedures, including policies and procedures on physical, administrative and technical safeguards.
    • Physical safeguards are physical measures, policies and procedures that protect PTML MultiState IEBP’s buildings, equipment and information systems from natural and environmental hazards and from unauthorized intrusion.
    • Administrative safeguards are administrative actions, policies and procedures that: (1) manage TML MultiState IEBP’s selection, development, implementation and maintenance of measures that protect  TML MultiState IEBP’S information and records; and (2) manage the conduct of TML MultiState IEBP employees in protecting the privacy and security of TML MultiState IEBP’s information and records.
    • Technical safeguards are the technology and policies and procedures for its use that protect electronic information and records and that control access to electronic information and records.


Qualifications / Skills Required

  • Strong knowledge of employee benefit plan design, employer strategies to manage benefit costs, and commercial insurance marketplace
  • Demonstrated success in marketing and sales of health insurance or employee benefits products
  • Demonstrated success in managing individuals and teams to achieve organizational goals as well as individual growth and development
  • Experience in developing relationships with agent/broker/consultant community



  • Bachelor’s degree in related field required, advanced degree preferred
  • At least 10 years’ progressively responsible experience in marketing, with a pool preferred
  • Excellent written and verbal presentation skills
  • Strong skills with MS Word, Excel, Power Point and ability to quickly learn proprietary databases

  • Ability to repetitively enter data on a keyboard and review information on a CRT screen
  • Ability to speak/hear clearly to communicate by phone or in person
